The short answer
- The minimum daily budget is $25 for ad accounts billed in USD.
- For click campaigns, OpenAI suggests starting with a maximum bid of $3 to $5 per click.
- Ads are sold in a relevance-weighted, second-price auction, so there is no fixed price per click.
- You are billed after ads run (postpay), not up front.
- We did not find a CPM rate card, a minimum monthly commitment or performance benchmarks on the OpenAI pages we read.
How you are billed
| Objective | You pay for | Notes |
|---|---|---|
| Views | Every 1,000 impressions served (CPM) | Built for reach. |
| Clicks | Every valid click (CPC) | You set a maximum CPC bid. |
| Conversions | Valid clicks (oCPC) or every 1,000 impressions (oCPM) | Optimized toward a conversion event. You do not pay per conversion. |

Budgets and when your card is charged
- A daily budget is the average you want to spend per day over a seven-day period, not a same-day limit. Spend can reach up to twice the daily budget on one day and up to seven times it over the week.
- A campaign-total budget is the most you are willing to spend across the whole campaign.
- Billing is postpay. For self-serve card accounts, your card is charged when your unpaid spend reaches the account's payment threshold. OpenAI's example: with a $25 threshold, the card is charged once the account accrues $25 in unpaid spend.
- The payment threshold is not a campaign budget and not a spend cap. Any balance left at the end of the month is also charged. If a payment fails, ads may stop delivering.
- Spend figures in reporting can lag by 7 to 8 hours, so a zero is not proof that nothing has accrued.

Who sees the ads
Ads appear below ChatGPT responses. An ad has an advertiser name, a favicon, a title, a description, a landing page and an image. OpenAI says it does not show ads to users on Plus, Pro or any Business plan, or to accounts it identifies as belonging to people under 18.

Targeting and measurement
- You choose the countries to target. For most campaigns you can also target states or regions, cities, markets and postal codes where available.
- You can limit delivery by platform: Android app, Android web, desktop web, iOS app or iOS web.
- At the ad group level you add context hints. They describe the topics where your business may be relevant and are not exact-match keywords.
- Reporting shows impressions, clicks, spend, click-through rate, average CPC, average CPM and conversions. You can also add UTM parameters to landing page links to see the traffic in your own analytics.

Buying it yourself
You do not need an agency to buy ChatGPT Ads. OpenAI lists the United States as available for self-service sign-up in Ads Manager, as long as the business that advertises and is billed is based in a listed country.
